不只是...也是...
Reach for this when you want to add a second identity or function to something — 'not just X, also Y.' Common in news framing, marketing copy, and conversational upgrades. How to Think About It
不只是 keeps the first identity true while clearing the listener to expect more. 也是 then attaches the second identity in parallel. Critically, both halves use 是, so both halves are predications of identity (X IS Y, X also IS Z). That makes the pattern tight and balanced. Compare with 不只是...还..., which can extend with a different verb in the second half; 不只是...也是... locks both halves into the 是-frame.

Common Mistake
Learners drop the second 是 because they read 也 as 'also' and skip the linking verb. But 也是 is the matched piece to the first 是 — both halves need their copula, since both halves are identity claims. Without the second 是 you get a fragment.

Add a second action or quality, not necessarily an identity. 这家店不只是好吃，还便宜 (uses adjectives). 不只是...也是... is specifically for two identity claims.

既是...又是...
'Both X and Y' — simultaneous dual identity from the start. 不只是...也是... has a rhetorical upgrade feel (you thought it was just X, but actually it's also Y); 既是...又是... is neutral.
