How to Think About It
This is a setup, not a real question. The speaker has already decided what they think — they're using 对吧 to pull the listener into agreement before turning the corner. Almost every time this phrase appears, a 'but actually...' follows. Native listeners hear 听起来 X, 对吧? and brace for a contrast. Use it to build buy-in before you complicate the picture.

Common Mistake
Learners often use 对吗 (full question, formal) instead of 对吧 (tag, casual). 对吗 sincerely asks for confirmation; 对吧 assumes it. Using 对吗 here makes you sound like you genuinely don't know the answer, which kills the rhetorical setup.
