Reach for this when you want to assert that EVERY member of a group does or has something, with no exception. 'Every person has one vote.' 'Every student must take the test.' Use it for rules, principles, declarations, and emphatic generalizations. The 一个 makes it feel more emphatic than plain 每 + measure word — it's saying 'every single one.'

How to Think About It
每 alone means 'each,' but 每一个 ('every single one') adds emphasis — you're pulling out each individual member of the group. The 都 ('all') is mandatory; it scopes the predicate to cover the whole set. Drop 都 and the sentence sounds wrong to native ears: 每一个 demands its 都 partner. Together they enforce universality.

Common Mistake
Learners drop the 都, thinking 每一个 alone is enough. But in Chinese, universal quantifiers almost always require 都 in the predicate. Without 都, the sentence sounds incomplete.

Don't Confuse With
所有的...都...
'All of...' — collective rather than individual. Use 所有的 when you mean the group as a whole; use 每一个 when you want to spotlight that each member individually has the property.
