The WHO has validated Bhutan for eliminating dog-transmitted rabies — zero human deaths since June 2023, the first country in its region. 九月四号,世界卫生组织说了一件好事。
不丹这个国家,把一个很老的病,从人身上赶走了。
这个病叫狂犬病。
它是从狗身上来的。
我们先说说这个病有多可怕。
狗如果有狂犬病,咬了人,病就到了人身上。
被咬的时候,你不会觉得很疼。
可是过了一些日子,人就会病。
病了以后,几乎没有办法救。
在全世界,一年有几万人因为这个病死了。
死的人里面,很多是小孩子。
所以在很多地方,家长看见路上的狗,心里都会紧张。
不丹是一个很小的国家。
它在喜马拉雅山里,人口比很多城市还少。
它也不是一个有钱的国家。
可是这一次,它做成了一件很多大国还没做成的事。
他们是怎么做的呢?
一般人第一个想到的办法是:救人。
人被咬了,马上打针,这个人就不会死。
这个办法是对的,一定要做。
可是它有一个问题:狗还在外面,病也还在。
今天救了这个人,明天还会有别人被咬。
这样下去,你永远在后面追。
不丹换了一个想法。
他们说:我们要管人,也要管狗。
于是他们开始给狗打针。
村子里的狗,山路上的狗,没有主人的狗,他们都找。
一只一只地打。
一年一年地打。
他们这样做了十多年,一直没有停。
慢慢地,狗身上的病少了。
狗身上的病少了,人被传上的机会也就少了。
到最后,人这边就断了。
二零二三年六月以后,不丹再也没有人因为狂犬病死过。
到今天,已经三年多了。
今年八月,世界卫生组织派人到不丹去看。
他们看了六天,检查了很多东西。
回去以后他们说:是真的,不丹做到了。
在这一片地区的所有国家里面,不丹是第一个。
这件事为什么值得说?
因为它告诉我们一件很简单的道理。
问题在狗那边,你就要去狗那边。
只在人这边等着,你永远等不完。
不丹不大,也不富,可是他们看对了地方。
你想一想:在你住的地方,有没有一个问题,大家一直在救人,可是没有人去管最开始的那个原因?
English transcript reference

On September the fourth, the World Health Organization announced something good.

The country of Bhutan has driven an ancient disease out of its people.

The disease is called rabies.

It comes from dogs.

Let's start with how frightening this disease is.

If a dog has rabies and bites someone, the disease passes into that person.

At the moment of the bite, it does not even hurt much.

But after some days have passed, the person falls ill.

And once they are ill, there is almost no way to save them.

Worldwide, tens of thousands of people die of it every year.

Many of the dead are children.

So in many places, when a parent sees a dog in the street, they tense up.

Bhutan is a very small country.

It sits in the Himalayas, with fewer people than many single cities.

It is not a wealthy country either.

And yet this time it has done something many large countries still have not.

So how did they do it?

The first idea most people have is: save the person.

Someone is bitten, they get an injection straight away, and they do not die.

That approach is right, and it has to be done.

But it has a problem: the dogs are still out there, and so is the disease.

You save this person today; tomorrow somebody else gets bitten.

Carry on like that and you are forever running behind.

Bhutan changed the thinking.

They said: we have to deal with the people, and with the dogs.

So they started giving the dogs injections.

Dogs in the villages, dogs on the mountain roads, dogs with no owner — they looked for all of them.

One dog at a time.

One year after another.

They did this for over ten years, and never stopped.

Slowly, there was less of the disease among the dogs.

Less disease among the dogs meant fewer chances for it to reach people.

And in the end, the chain broke on the human side.

Since June 2023, nobody in Bhutan has died of rabies.

That is now more than three years.

This August, the World Health Organization sent people to Bhutan to look.

They looked for six days and checked a great many things.

When they got back they said: it is true, Bhutan has done it.

Of all the countries in this region, Bhutan is the first.

Why is this worth talking about?

Because it tells us something very simple.

If the problem is over on the dogs' side, that is where you have to go.

Standing on the human side and waiting, you will be waiting forever.

Bhutan is not big and not rich, but they looked in the right place.

Think about it: where you live, is there a problem where everyone is rescuing people, and nobody is dealing with the thing that started it?
