Let us set the problem out clearly, because it is more concrete than most people assume.
In America, when a child cannot remain in their family of origin for family reasons, they enter the foster system.
A foster family supplies a basic configuration: a bed, three meals a day, an address from which they can continue going to school.
Administratively, this system has only one core question to answer — where does this child sleep tonight.
The contradiction appears when a whole sibling group has to be placed at once.
Putting one child into a family willing to take them, and putting three children into the same family, are two problems of entirely different difficulty.
The second requires that family to have enough rooms, enough energy and enough financial capacity all at the same time.
So in practice, the variable that gets sacrificed first is the requirement that they stay together.
The result is that in the American foster system, siblings ending up in the same home is fairly rare.
The older brother goes to one household, the younger sister to another at the far end of the city.
There is a detail here that is very easy to skip past, and it is actually the heart of the matter.
What these children have just lost is their home.
And in the process of placing them, the system also takes away the one relationship they had left in their hands.
A child who has already lost everything has the only person they still recognise taken away as well.
One man kept this in mind for nearly twenty years.
His name is Christian Bale, an Oscar-winning film actor.
Around twenty years ago he began paying attention to the problem of siblings being split up in the foster system.
Up to that point, this is still a familiar story: a famous person takes an interest in an issue.
What is not familiar is what he did next.
He did not stop at writing a cheque, taking a set of photographs and attending a charity dinner.
He, his wife, and a doctor friend who holds a post at the University of California jointly founded a dedicated organisation.
The goal was written very concretely: build a place where siblings entering the foster system can live under the same roof.
The more concrete the goal, the slower the execution.
Acquiring land, approvals, fundraising, persuading the county and the community — not one of those steps can be skipped on the strength of fame.
Ground was actually broken two years ago.
This September, the whole community was completed and opened.
It is in Palmdale, California, covering around a thousand square metres, with twelve houses.
Each one is fully furnished, so a child can start living there the day they move in.
It is the first foster community in California operating in this form.
The first children will move in during October.
The project raised close to nine million dollars through donations, from a large number of individuals and institutions.
On opening day, Bale said a few words.
He said these children carry grief and pain inside them, and that turning that into love, into hope, into an expectation of the future, is the responsibility of the adults.

It should be said plainly that twelve houses is negligible against the scale of the American foster system; it cannot save that system.
Its value lies elsewhere.
It turns "siblings have to be separated" from a default rule into an assumption that can be overturned.
Once one place has proved this can be done, nowhere else can go on saying it cannot.
