A small thing almost everyone has been through has stirred up quite a debate in America lately: should we stop changing the clocks forever?
先说背景。
First, some background.
一年两次调表,这个做法叫“夏令时”,一百多年前就出现了,最初是想在夏天多用点日光、顺便省点能源。
Changing the clocks twice a year is called "daylight saving time." It appeared over a century ago, originally to make more use of summer daylight and, along the way, save some energy.
听上去挺合理,可问题是,人的身体,并不喜欢被这样“硬拨”。
It sounds reasonable, but the problem is that the human body does not like being "wound forward" like this.
每次调表,等于强行打乱一次生物钟。
Each clock change is like forcibly throwing the body clock into disarray.
研究反复发现:改时间之后那几天,心脏病、中风、车祸的数字,都会出现一个小小的高峰。
Studies find again and again that in the days after the switch, the numbers for heart attacks, strokes, and car crashes all show a small spike.
再加上很多人本来就睡不够,一年还要被折腾两回,怨气自然越积越多。
Add in the fact that many people already do not get enough sleep, and being jolted twice a year only piles up more resentment.
于是,“不要再调表了”,成了少有的、能让两党都点头的话题。
So "stop changing the clocks" has become one of the rare topics both parties can nod along to.
就在几天前,这件事有了历史性的一步:美国众议院,第一次把它拿到台面上正式表决,最后以三百零八票对一百一十七票,通过了。
Just days ago came a historic step: the U.S. House brought it to a formal vote for the first time and passed it, 308 to 117.
连白宫都公开支持。
Even the White House openly backed it.
听起来,“不用再调表”这件事,就快成真了。
It sounds like "no more changing the clocks" is about to become reality.
但真正棘手的,是下一个问题:不调表,那到底固定在哪个时间?
But the truly thorny part is the next question: if you stop changing them, which time do you lock in?
这份法案选的是“永久夏令时”,也就是一年到头都用夏天那一套。
This bill picks "permanent daylight saving time" — using the summer setting all year round.
好处是傍晚天黑得晚,下班以后还有大把日光,可以出去走走。
The upside is that it gets dark later in the evening, with plenty of daylight after work to go out for a walk.
可代价是:冬天的清晨会格外黑。
But the price is that winter mornings would be especially dark.
孩子摸黑等校车,大人摸黑开车上班,路上其实更危险。
Kids would wait for the school bus in the dark and adults would drive to work in the dark, which is actually more dangerous.
有意思的是,多数睡眠专家,站的却是另一边。
Interestingly, most sleep experts are on the other side.
他们认为,最健康的做法,是一年到头都用“冬天的标准时间”,因为那才最贴近太阳,也最合人的生物钟。
They argue the healthiest choice is to keep "standard winter time" year-round, because that sits closest to the sun and best matches the body clock.
所以你会看到一个很拧巴的局面:几乎所有人都同意“别再调了”,可一说到“到底定在哪个时间”,又会吵成一团。
So you get a very awkward standoff: almost everyone agrees to "stop changing it," but the moment you ask "which time to settle on," it erupts into an argument again.
这也正是为什么,这么一件看似简单的小事,几十年来一直卡着,迟迟定不下来。
That is exactly why such a seemingly simple thing has stayed stuck for decades, never getting resolved.
