A fake grave for a fictional character moved a £430 million undersea cable.

It happened at a beach in southwest Wales, called Freshwater West.

It is worth telling because it is at once a warm story and a genuinely strange question.

First, where the grave came from.

In Harry Potter there is a character called Dobby, a house-elf.

The premise for that kind of character is this: they are bound to their master's household and cannot leave of their own accord, unless the master gives them an item of clothing.

So in the story, the moment Dobby is handed that sock is the moment he becomes free.

For anyone who has seen the film, a sock has carried a second meaning ever since.

At the end of the series, Dobby dies saving the main characters.

The location that scene was shot in is this beach.

After the film came out, with nobody organising it and nobody calling for it, the grave simply appeared.

Someone used the stones lying on the beach to build a small tomb.

People who came later kept adding to it: stones with words painted on them, handwritten cards, and most of all, socks.

One sock after another pressed under the stones, accumulating for over a decade.

One thing has to be stated plainly here, because it is the crux of the whole story: there is nothing underneath.

Dobby is not a person and never existed. That is not a tomb. It is a heap of stones people put there.

And yet, every year, tens of thousands of people still drive out to this beach specially, stand for a while, leave a sock, and go.

Now the other thread.

Between Britain and Ireland there is an electricity project called Greenlink.

It is an undersea cable linking the two national grids, so that when one side has surplus power it can send it to the other.

It cost four hundred and thirty million pounds and can supply about three hundred and eighty thousand households.

This kind of project has one unavoidable physical constraint: the cable has to come ashore somewhere.

And the designed landing point fell exactly on this beach.

More precisely, exactly on the spot where that heap of stones sits.

By any ordinary reckoning, this would never have become news.

An informal memorial on a beach usually carries no weight at all against a piece of national infrastructure.

But a British television programme ran a segment on where this cable would come ashore.

After it aired, the company's phone lines were overwhelmed.

The callers were hundreds upon hundreds of Harry Potter readers and viewers.

The ask was a single sentence: do not touch that place.

And then comes the genuinely counterintuitive part of this story: the company changed it.

They redesigned the landing route so the cable ran around the side, clear of the heap of stones.

The project went live last year and is operating normally.

Up to this point it is an extremely likeable story: ordinary people made a few hundred phone calls, and a four-hundred-million-pound project gave way to a fictional character.

But there is one more detail that makes the whole thing a little more complicated.

The rerouted path runs past a set of genuine Bronze Age remains.

Those are traces left by people who really lived, thousands of years ago.

The contractors carefully avoided those as well, and caused no damage.

So the final outcome is this: a fictional character's fake tomb, and the remains of people who really existed, on the same beach, receiving equal protection.

The difference is that only one of them triggered a few hundred phone calls.

Nobody phoned in for the other one. It was protected by regulation and professional judgement.

This is not to say the fans did anything wrong.

Quite the opposite: it demonstrates something routinely underestimated — public feeling can change the course of infrastructure, provided it is concentrated enough, specific enough, and can find who to call.

What is actually worth thinking about is a different question.

Does a place matter because something really happened there, or because enough people believe it did and are willing to do something about it?

At Freshwater West, those two answers sit side by side: one under the stones, one beside them.
