八月中旬,美国印第安纳州北部下了一场破纪录的暴风雨。
大风把树刮倒,把电线压断,那一带一下子有三十万个家庭停电。
八月的美国正是最热的时候,家里断电,意味着冰箱、空调、风扇全部停摆。
所以,电力公司的抢修队,立刻出动。
这种活不分昼夜,哪里坏了就得摸到哪里,很多时候是在半夜作业。
而且真正动手修之前,还有一步:查线。
哪一段线断了、哪一根杆倒了、哪一处只是树压着,都要有人开车一段一段走过去,把情况记清楚。
这一步通常安排在深夜,因为路上车少,看得更清楚。
那天深夜十二点二十分前后,在加里市的一条街上,一辆抢修车正在慢慢往前开。
车里坐着两名工人,他们的任务是把这一段线路到底坏成什么样看清楚。
车后面还跟着一位下班后来值班的警察,专门负责保护这两个人。
这个细节值得停一下:在开枪发生之前,保护就已经安排好了。
换句话说,公司事先就判断过,这一带深夜派人出去是有风险的,所以配了警察。
然后,还是出事了。
就在这个时候,有人朝这辆车开了枪。
车身,被击中两处。
两名工人,都没有受伤。
但其中一颗子弹,卡在了座位的头枕后面。
头枕就是你坐车时后脑勺靠着的那块东西。
换句话说,那一枪距离一个人的后脑,只差那么一点。
角度再偏一点,这条新闻就是另一种写法了。
公司的反应非常直接:全部抢修,立即,暂停。
理由说得很清楚:现在派人出去不安全,得先把工人保护住。
这个决定挑不出毛病,但它有代价,而且代价落在别人身上。
抢修一停,那三十万个还在黑着的家庭,就只能,继续等。
八月的热天,多等一小时,就是多热一小时;冰箱里的东西,也多坏一小时。
而这三十万个家庭里,绝大多数人跟开枪的那个人没有任何关系。
他们只是住在这一片,然后,跟着一起等。
一直到第二天下午四点,抢修才重新开始。
这一次的条件变了:加里警方、印第安纳州警,加上国民警卫队,一起为抢修队提供护送和警戒。
也就是说,工人要爬上电线杆,先得有人,在下面替他们看着。
再往后,电一片一片地,恢复了。
这件事里最让人不舒服的,其实不是那两枪。
是它最后落成的这句话:一群出门给别人送电的人,需要武装护送才能开工。

English transcript reference

Start with a number: three hundred thousand.

In mid-August, a record-breaking storm hit northern Indiana.

High winds brought down trees and snapped power lines; three hundred thousand households in the area lost power at once.

August is the hottest stretch of the American year, and losing power at home means the fridge, the air conditioning and the fans all stop.

So the power company sent its repair crews out immediately.

This work runs day and night: wherever it is broken, that is where you have to feel your way to, and much of it happens in the small hours.

And before any actual repair, there is a step: surveying the line.

Which stretch is down, which pole has fallen, which is just a tree lying across it — somebody has to drive it section by section and record it clearly.

That step is usually scheduled for late at night, because there is less traffic and you can see it better.

At about twelve twenty that night, on a street in Gary, a repair vehicle was moving slowly forward.

Two workers sat inside, and their task was to get a clear picture of exactly how badly this stretch of line was damaged.

Behind the vehicle was an off-duty officer on a security detail, there specifically to protect those two people.

This detail is worth stopping on: the protection was already arranged before any shot was fired.

Which is to say, the company had already judged that sending people into this area late at night carried a risk, and assigned an officer accordingly.

And it happened anyway.

Right at that moment, somebody fired at the vehicle.

The body was struck in two places.

Neither worker was hurt.

But one of the bullets lodged behind the headrest of a seat.

The headrest is the piece the back of your head rests against when you sit in a vehicle.

Which is to say, that shot came very close to the back of a person’s head.

A slightly different angle and this story would have been written another way.

The company’s response was extremely direct: all restoration work, suspended immediately.

The reason was stated plainly: it is not safe to send people out now, and the workers have to be protected first.

You cannot fault the decision, but it has a cost, and the cost lands on other people.

Once restoration stops, those three hundred thousand households still in the dark can only keep waiting.

In August heat, one more hour of waiting is one more hour of heat; and one more hour of the fridge spoiling.

And the overwhelming majority of those three hundred thousand households have nothing to do with the person who fired.

They simply live in the area, and then wait along with everyone else.

It was four the following afternoon before restoration began again.

The conditions had changed: Gary police, Indiana State Police and the National Guard together provided escort and security for the crews.

Which is to say, before a worker could climb a pole, somebody had to be standing below watching for him.

After that, the power came back area by area.

The most uncomfortable part of this story is not the two shots.

It is the sentence it finally comes down to: a group of people going out to deliver electricity to others needed an armed escort in order to start work.

Think about it: the second the power comes back on in your home next time, will it occur to you that something like this might sit in between?
