In August 2026, councilmembers held a meeting in Los Angeles.
Many people sat on chairs and listened to one man speak.
This man was not a councilmember; he was an ordinary person.
He stood at the front and spoke for five minutes.
He made this proposal publicly at the meeting.
He said: Los Angeles should open some clinics for people without homes.
These clinics are not big, but they have private rooms.
People without homes can come here, and men and women can do what they want to do in the rooms.
He said: these clinics are free.
He said: the money for these clinics is taxpayers' money.
He said: these clinics have professional management.
He said: sex can help people relax and reduce stress.
He said: people with money can have it, and people without homes can have it too.
He said: this is equality.
He said: this proposal is meant to help people without homes.
Some people laughed; some were very surprised.
Sex is a matter between men and women.
This proposal is public sex huts.
In this city there are many people without homes.
They have no money and no home.
Some have no work; some are in poor health.
They hope to have a home.
They want a home, not a small hut.
A Los Angeles councilmember saw this proposal and was very unhappy.
Her name is Traci Park.
She works in Los Angeles, where Venice Beach is.
She went back to her office and made a video.
In the video, she said: no, we are not doing public sex huts.
She said: Los Angeles councilmembers are not discussing this proposal.
On August 28, 2026, many people watched this video.
Why did so many people watch this video?
Because many people in Los Angeles are also worried about this problem.
This problem is serious.
In 2026, Los Angeles has 45,194 homeless people.
These 45,000 people all want a home.
Los Angeles County has 73,040; this number is very large.
Five years ago, Los Angeles had a rule.
This rule has a five-year history.
People without homes could not sleep in parks.
Now, in twelve parks, people without homes can sleep.
In parks in Hollywood, Silver Lake and District 13, people without homes can also sleep.
The councilmembers voted: ten agreed and three opposed.
These three councilmembers are Traci Park, Imelda Padilla and Monica Rodriguez.
She said: we spent billions, and the people of Los Angeles gave a lot of money.
They also hope to see results.
She said: this money goes to housing and services.
At the end of the video, she said: Los Angeles is not discussing public sex huts.
This distinction is important.
Because in the United States, ordinary people can speak when councilmembers are in a meeting.
What one person says is not law.
Councilmembers can listen, and they can also not listen.
So an ordinary person's proposal and Los Angeles's decisions are two different things.
This proposal is not government policy.
Los Angeles did not vote on this proposal.
For a proposal to become policy, many councilmembers must agree.
Only when many councilmembers say yes does the proposal become policy.
So Traci Park's video is important.
Many people agree with her, because she said what they feel.
Now, Los Angeles has no public sex huts.
But there are still many people without homes.
Many media outlets also reported this story.
Some people support Traci Park; some oppose her.
Some say people without homes should be given a place to live.
Some say public sex huts are not the answer.
This problem is complex; there is no simple solution.
Councilmembers are discussing housing and safety issues.
Many people's lives are very hard.
They are also looking for ways to help people without homes.
Many people hope for a better result.
A video cannot solve this problem, but it can let more people see it.
She got many people to start discussing this problem; only with discussion is there a way.
Think about it: if someone in your city also said this, would you agree?
