“Trump 2028”之谜：宪法只准两届，为何 Trump 反复拿第三届开玩笑

这条规矩，写在宪法的第二十二修正案里，1951 年就定下来了。

This rule is written into the 22nd Amendment of the Constitution, set back in 1951.

为什么要这么定？

Why set it that way?

因为在那之前，罗斯福连任了四届，一个人在白宫待了十几年。

Because before that, Roosevelt was re-elected four times, one man in the White House for over a decade.

当时很多人开始害怕：权力要是长期集中在一个人手里，离“独裁”可能就不远了。

At the time, many grew afraid: if power stays concentrated in one person's hands for a long time, "dictatorship" might not be far off.

于是，“两届封顶”成了美国政治的一条铁律。

So the "two-term cap" became an iron law of American politics.

而 Trump，恰恰是那种最不喜欢被规矩框住的人。

And Trump is exactly the type who most dislikes being boxed in by rules.

他当过两次总统，第一次是几年前，第二次就是现在这一届。

He's been president twice — the first a few years ago, the second his current term.

按宪法，2028 年他已经没有参选资格了。

By the Constitution, in 2028 he no longer has the eligibility to run.

可他就是喜欢反复拿这件事“钓鱼”。

But he just loves to keep "fishing" with this over and over.

He printed a batch of red "Trump 2028" hats, and pulls them out from time to time.

At the White House Correspondents' Dinner a few days ago, in front of the whole press corps, he pulled out the hat, put it on, first said "the third time will be even better," then immediately added "I'm joking";

然后话锋一转，又“宣布”自己要竞选第四届。

then, changing tack, he "announced" he'd run for a fourth term.

台下的人根本分不清：这到底是认真的信号，还是纯粹在玩梗、博关注。

The audience genuinely couldn't tell: is this a serious signal, or pure trolling for attention?

而这，正是最微妙的地方。

And that's the subtlest part.

从法律上说，他想连任第三届，几乎没有可能：要绕过第二十二修正案，就得再修一次宪法，而修宪需要国会和各州的绝大多数同意，这在今天，基本是天方夜谭。

Legally, his winning a third term is almost impossible: to get around the 22nd Amendment, you'd have to amend the Constitution again, and amending it requires a supermajority of Congress and the states — in today's climate, basically a fantasy.

就连他自己党内的头号人物，也公开表示，看不到他 2028 参选的路径。

Even the number-one figure in his own party publicly stated he sees no path for a 2028 run.

那 Trump 为什么还乐此不疲地提“2028”？

So why does Trump keep tirelessly bringing up "2028"?

一个很现实的原因是：一旦大家都认定他“干完这届就走人”，他的影响力会迅速缩水。

One very real reason: the moment everyone decides he's "leaving after this term," his influence rapidly shrinks.

可只要“2028”这个悬念还在，他就始终是聚光灯的中心，说话也更有分量。

But as long as the "2028" suspense hangs there, he stays the center of the spotlight, and his words carry more weight.

所以，真真假假之间，“Trump 2028”与其说是一个竞选计划，不如说是一种让自己不被“提前出局”的政治手腕。

So, between the real and the fake, "Trump 2028" is less a campaign plan than a political tactic to keep himself from being "counted out early."
