How to Think About It
说到 literally means 'speak-arrive' — 'when speech reaches this point.' It marks the topic as something the speaker is now zooming in on, regardless of how the prior conversation flowed. The pause (comma) after 说到 + topic is important: it announces 'pay attention, this is now my frame.' Whatever follows is the comment about the topic, not part of the topic itself.

Common Mistake
Learners forget the comma and run 说到 + topic straight into the comment, making it look like 'I said to X.' The pause is what tells listeners 说到 is framing a topic, not introducing speech.

Don't Confuse With
关于...
Formal 'regarding X.' Use in writing or headers. 说到 is conversational, more like 'speaking of.'
至于...
Shifts to a side topic ('as for X, on the other hand'). 说到 just introduces a topic neutrally without the 'change of focus' nuance.
对于...来说
'From X's perspective.' 说到 introduces the topic; 对于...来说 introduces the perspective FROM which to evaluate.
