How to Think About It
而 is the rhetorical hinge. 不是...是... just lists 'not A, B'; 不是...而是... lists 'not A, but RATHER B' — the 而 signals that the speaker is correcting how the listener should think, not just which label to use. This is why you see it in argumentative prose: the two halves are usually fuller noun phrases or whole clauses, not single words. If you're just swapping one noun for another in casual speech, bare 是 sounds more natural.

Common Mistake
Learners use 不是...而是... for trivial corrections where 不是...是... is enough, which makes their sentences sound oddly formal. Save 而是 for moments when the contrast carries real argumentative weight.
