Reach for this when you want to argue that something is more than people assume — 'it's not merely X, it's actually Y / it goes further to Y.' The first clause concedes a surface description; the second clause upgrades or replaces it with a stronger claim. Common in op-eds, brand storytelling, business analysis, and any rhetorical move where the writer is reframing a small fact as a bigger meaning. Higher register than the plain 不只是…还…; 仅仅 stacks 'only,' adding insistence.

How to Think About It
Two flavors hide inside one pattern. With 更 in the second half, you're adding: 'it's not just X, on top of that it's Y' — both are true, Y is bigger. With 而是, you're correcting: 'it's not just X, the real point is Y' — Y replaces X as the main idea. Choose 更 when you want escalation, 而是 when you want to redirect. The doubled 仅仅 is what gives the whole thing its insistent, almost defensive tone — 'don't reduce this to X.'

Common Mistake
Learners pair 不仅仅是 with 也 the way they would with 不仅…也…, but the 仅仅 version usually demands 更, 还是, or 而是 in the second clause to carry the upgrade in weight. 也 is too flat — it just adds a parallel item without the escalation that the doubled 仅仅 has primed the listener for.

Don't Confuse With
不仅...而且...
Lighter, more neutral 'not only…but also…' for stacking parallel facts. 不仅仅是…更/而是… is stronger and more rhetorical — used when the writer wants to push back on a small reading.
不是...而是...
Pure correction: X is false, Y is true. With 不仅仅是…而是…, the first claim is partly true — the writer concedes it before redirecting. The 仅仅 signals 'X is not enough, not that X is wrong.'
与其说...不如说...
'Rather than saying X, you might as well say Y' — reframes which label fits better, used when both labels are imperfect. 不仅仅是…更… stacks; 与其说…不如说… swaps.
