How to Think About It
This is not a simple addition like 不仅...而且... — the 更是 ('even more so it is') escalates the category itself, not just the quantity. 不仅...而且... adds more of the same kind; 不仅...更是... reframes the subject as something bigger or more profound. If you can swap to 而且 without losing meaning, the second clause was probably just an addition. If it deepens or recategorizes, you want 更是.
