X 不是 ... 而是 Y
Reach for this when you want to correct a misconception in one sentence — 'it's not X, it's Y.' First you reject the wrong description with 不是; then 而是 introduces what it actually is. The point of the sentence is the second half; the first half exists to clear away the wrong idea. Heavy in argumentative writing, op-eds, and any time you want to reframe with force.

How to Think About It
Chinese gives this correction two halves and demands both. 不是 alone leaves a vacuum — 'so what IS it?' 而是 fills the vacuum with the speaker's preferred answer. The 而 (meaning roughly 'but rather') is what turns the second clause from a separate sentence into a tight contrast. Without 而, you'd need to start a new sentence and the punch is lost.

Common Mistake
Learners replace 而是 with 是, dropping the contrastive marker. The result feels like two unrelated statements ('it's not X. It is Y.') instead of one corrective punch.

Don't Confuse With
不是...就是...
不是...就是... means 'if not A, then B' — a forced choice between two options. 不是...而是... is a correction, not a choice.
与其说...不如说...
Use 与其说 when A is a reasonable description but B is better. Use 不是...而是... when A is plainly wrong.
不再是...而是...
Add 再 when the change involves a former state ('no longer A, but now B'). Without 再, A was never true to begin with.
