不嘻嘻 (bù xī xī) means not funny / I'm not laughing in gen-z Chinese slang. A deadpan "not funny, I'm not laughing." Negates the giggly 嘻嘻 to signal that something has stopped being a joke. Literally, it means "not hee-hee".
