绝不仅仅是...而是...
Reach for this when you want to forcefully correct an underselling — 'it is absolutely not just X; rather, it is Y.' 绝 ('absolutely, definitely not') gives the negation real weight, and 而是 hard-pivots to the truer description. It's emphatic and argumentative, used when the writer feels the reader is about to dismiss something as ordinary. Heavy register: essays, op-eds, marketing copy, and analysis — almost never casual speech.

How to Think About It
The 绝 is the gas pedal. Without it, you have a neutral 'not only A, but also B.' With 绝, you have 'don't even think of calling it just A — it's actually B.' The first half is a label the writer is rejecting outright, and 而是 pivots to the label they want the reader to accept instead. The second half should feel like a correction, not an addition.

Common Mistake
Learners weaken the punch by dropping 绝, ending up with 不仅仅是……而是…… which is much softer, or by using 也是 instead of 而是 — but 也是 adds, while 而是 rejects-then-replaces. Mixing them loses the corrective force.

Don't Confuse With
不是……而是……
Same correction logic without conceding the first part. Use 不是……而是…… for clean 'not A, but B.' Use 绝不仅仅是……而是…… when A is partly true but vastly underselling.
不仅……而且……
Additive ('not only A, but also B'). Both are true. 绝不仅仅是……而是…… rejects A as the main label and replaces it with B.
与其说是……不如说是……
'Rather than saying A, it's better to say B.' Similar reframing energy but more hedged and literary. 绝不仅仅是……而是…… is more forceful and certain.
