不管...还是...都...
Use this when you want to say the outcome holds across every option on the table — 'no matter whether A or B, the result is the same.' It pairs a non-question 'whether…or…' with a 都 that locks in the universal result. Common in arguments where you want to shut down exceptions: rich or poor, weekday or weekend, ordinary citizen or president — the rule applies to all of them.

How to Think About It
Three pieces, all required. 不管 opens the 'doesn't matter which' frame, 还是 lists the alternatives inside that frame, and 都 is the lock — it says 'every one of these lands on the same result.' Drop 都 and the sentence sounds incomplete, like an English speaker saying 'no matter A or B…' and trailing off. The whole construction is one unit.

不管是男生还是女生，都可以参加。

Common Mistake
Learners forget 都 because the English 'no matter whether…or…' doesn't have an equivalent. Without 都 the conclusion has nothing anchoring it, and the sentence feels broken to native ears.

Don't Confuse With
无论...还是...都...
Identical meaning, more formal. Use 无论 in writing and 不管 in speech.
A 还是 B?
When 还是 appears alone in a question ('coffee or tea?'), it asks the listener to pick. With 不管...都..., nothing is being asked — the result holds either way.
不管...都...
Single-condition version with no alternatives ('no matter what he says, I don't believe him'). Add 还是 only when you're listing options.
