谁...谁就...
Reach for this when you want to say 'whoever does X, that same person will be Y.' It expresses an open rule: identity isn't fixed in advance, but whoever fills the first slot automatically fills the second. The two 谁's refer to the SAME unspecified person. Useful for stating principles, rules, conditions, or anything of the form 'whichever person, that's the one who...' — voting outcomes, contest winners, fault assignment, hiring criteria.

How to Think About It
Both 谁's are the same variable — like 'x' in math. Plug in any person, and the sentence binds them to both slots at once. 就 in the second clause locks the binding: 'as soon as someone satisfies X, that same someone is Y.' Replace the second 谁 with 他 and you've named a specific person — the open quantifier is gone.

Common Mistake
Learners drop 就 and the sentence reads like a question, since 谁 also means 'who?' The 就 is what tells the listener this is a conditional rule, not an interrogative. Without it, native speakers parse 谁 as 'who?' and wait for the rest of the question.

Don't Confuse With
无论谁...都...
Also means 'no matter who,' but with 都 instead of 就. 无论谁...都... emphasizes that the result applies to EVERYONE; 谁...谁就... picks out the one specific person who satisfied the condition.
如果...就...
'If...then.' Use 如果 when the condition isn't about identity. 谁...谁就... is specifically for 'whoever' constructions where a person is the variable.
谁让...
Means 'who told you to' / 'serves you right' — a rebuke, not a rule. Completely different function.
