What does 你是懂……的 mean?
你是懂……的 (nǐ shì dǒng … de) means you really know your stuff / oh, you would in internet Chinese slang. A template meaning "you really get X". Can be sincere admiration or dry sarcasm — the context decides which. Literally, it means "you do understand …".

Where 你是懂……的 comes from
Spread from comment sections where it praised a creator's judgement. Because the same words work as mock praise, it became a safe way to be either warm or cutting.
