Reach for this when you want to say something is happening in such an extreme amount that the resulting action can't be completed — 'so much that it can't be finished.' It's a vivid spoken pattern: pair a noun or adjective with 到 + a negative resultative complement to paint the excess. Common in workplace gripes (订单多到做不完 — orders so many we can't finish them), exhaustion (累到走不动 — so tired I can't walk), and weather (热到出不去门 — so hot I can't go outside).

How to Think About It
到 here is the bridge from a degree to its physical aftermath. The first half says 'this is the amount,' the second half says 'and the consequence is that this action can't reach its end state.' Where English would say 'too many to finish,' Chinese says 'many to the point of can't-finish.' The negation lives inside the resultative complement (做不完 = can-not-finish), not in the degree.

Common Mistake
Learners use 不能 instead of the negative resultative — 到不能做完. But the natural pattern uses the potential-complement negation (做不完), which is shorter and more idiomatic.

Don't Confuse With
太...了
太...了 just calls something excessive ('too many'). The 到 + negative complement pattern shows the concrete consequence — finishing is literally impossible.

Verb + 得 + complement describes a degree of how an action is done. 到 + complement attaches a consequence directly to a noun or adjective.
...以至于...
以至于 is the formal, written version of 'to the point that.' 到 is the spoken, punchier sibling.
