It works like 'as they say' in English, except a Chinese listener actively expects a fixed four-character or eight-character proverb in the quotation marks. Native usage typically follows a statement and adds the proverb as confirmation.

Don't Confuse With
俗话说……
Means 'as the common saying goes' — more colloquial, introduces folk sayings rather than literary ones. Use 俗话说 in conversation, 正所谓 in writing or formal speech.

Means 'the ancients said...', explicitly attributing to classical writers. Even more formal and literary than 正所谓. Pick 古人云 when quoting Confucius or a clearly classical line.
也就是说……
Means 'in other words / that is to say' — rephrases your previous point. It doesn't introduce a proverb. Don't reach for it when you want the weight of a quoted saying.
