X 决定 / 终于 + Verb
Two adverbs/verbs that signal resolve or arrival. 决定 ('decides to') marks a deliberate choice — the subject weighed options and committed. 终于 ('finally') marks the long-awaited landing of an action that was delayed or anticipated. Both sit before the main verb. Use 决定 for new resolutions, 终于 for the moment something overdue finally happens. They show up constantly in news leads — 'the government decides to release the files,' 'the government finally agrees to disclose.'

How to Think About It
决定 is a full verb meaning 'decide' — it takes another verb phrase as its object ('decide to do X'). 终于 is an adverb meaning 'at last' — it modifies whatever verb follows, marking emotional release after a long wait. They feel similar in news writing because both flag a turning point, but 决定 emphasizes agency (someone chose), while 终于 emphasizes time (it took forever).

Common Mistake
Learners use 终于 for any decisive action, including ones that weren't delayed, on the model of English 'finally' meaning 'okay, here we go.' But Chinese 终于 specifically requires prior anticipation or delay — using it for a fresh, sudden action sounds odd.

Don't Confuse With
决心 + Verb
决心 = 'be determined to' — emphasizes inner resolve, often before action. 决定 = 'decide to' — emphasizes the choice made. 决心 is the firmness; 决定 is the verdict.
最后
最后 = 'in the end / finally' as a sequential marker (chronological order). 终于 = 'at last' with emotional weight (relief, anticipation paid off). 最后 is neutral; 终于 has feeling.
总算
总算 = 'finally' with a sense of 'at least it happened' — slightly grudging. 终于 is more neutrally relieved. Both mark long-awaited arrival; pick by tone.
