What does 如何呢，又能怎 mean?
如何呢，又能怎 (rú hé ne, yòu néng zěn) means so what, what can you do in internet Chinese slang. A rhythmic shrug at things you cannot change — half resignation, half defiance. Deliberately clipped so it scans like a chant. Literally, it means "how about it, and what can be done".

Both halves are cut short of their natural endings (如何呢 / 又能怎样), and that truncation is the point: even the complaint cannot be bothered to finish.
