Reach for this when you want to set up the obvious surface impression, then crack it open to reveal the hidden truth — 'on the surface...however, in reality...' It's a rhetorical move you'll see all over Chinese journalism, essays, and analytical commentary: the writer concedes what things look like at first glance, then pivots hard to what's really going on underneath.

How to Think About It
This is staged misdirection. 表面上看 isn't just 'it seems' — it explicitly tells the reader 'I'm about to show you the picture you've been sold,' which primes them to expect the reveal. 然而 then delivers the reveal with more weight than 但是: it carries a literary, almost dramatic gravity. Use it when the gap between appearance and reality is the entire point of what you're writing.

Common Mistake
Learners often pair 表面上看 with the lighter 但是 instead of 然而. 但是 works grammatically but kills the rhetorical effect — it sounds like a casual contrast instead of the dramatic unveiling the structure is designed for. If you set up with 表面上看, finish with 然而 or 实际上 to match the register.

Don't Confuse With
虽然...但是...
Standard concession-contrast ('although...but...'). Use it for any contrast in any register. 表面上看...然而... is specifically about surface vs reality, with a literary tone.
看起来...其实...
Conversational version of the same idea ('looks like X, actually Y'). Use 看起来...其实... in speech and casual writing; reserve 表面上看...然而... for essays, op-eds, and news analysis.
表面上...实际上...
Same surface-vs-reality framing, slightly less literary than 然而. Use 实际上 when you want to plant the contrast firmly in facts; use 然而 when you want a more dramatic pivot.
