How to Think About It
说到 is a verbal hand-off. It picks up a topic — sometimes one already in the air, sometimes a fresh one — and tees it up for the comment that follows. The topic after 说到 is a noun or noun phrase, not a full clause; the actual statement comes after a comma. That's why it works as a smooth transition: it foregrounds the topic before saying anything new about it.

Common Mistake
Learners follow 说到 with a full sentence instead of just a topic noun phrase. 说到 introduces a topic, not a clause — the comment goes in the second half, after the comma.

Don't Confuse With
关于...
关于 is a preposition meaning 'about / regarding,' usually inside a sentence as a modifier. 说到 sits at the start of a sentence to pivot the conversation.
至于...
至于 means 'as for...' and sets up a contrast between topics already in play. 说到 introduces a topic without the implied 'and on a different note.'
提到...
提到 means 'to mention.' It's a regular verb meaning the act of bringing something up. 说到 is the conversational connector itself.
关于...
Formal 'regarding X.' Use in writing or headers. 说到 is conversational, more like 'speaking of.'
至于...
Shifts to a side topic ('as for X, on the other hand'). 说到 just introduces a topic neutrally without the 'change of focus' nuance.
