Reach for this when something impressive (or shocking) just happened and you want to know HOW it was pulled off. Not 'how do you do this in general' but 'how was THIS specific result achieved?' Use it for genuine admiration ('How did you finish in three days?'), for skepticism ('How did the price get that low?'), or for reacting to news ('How did they grow this fast?'). The 的 anchors the question to a completed, real result.

How to Think About It
做到 means 'manage to do / accomplish,' and the trailing 的 marks the achievement as already a fact — you're not asking about an abstract method, you're asking about the method that actually produced this result. Drop the 的 and the question shifts to 'how can one do this?' (hypothetical). Keep the 的 to mean 'how did THIS get done?' That little 的 is the difference between curiosity and admiration.

Common Mistake
Learners use 怎么做 instead of 怎么做到的. 怎么做 asks for steps ('how do you do it'), while 怎么做到的 asks how something already-finished was achieved. For real results in front of you, you almost always want 做到的.

怎么 + V
Plain 'how to do X' — neutral, future or hypothetical. '这个怎么做？' = 'How is this made?' (general method). Use 做到的 when the thing is already done and you want to know the trick.
是怎么...的？
The 是...的 frame focuses on manner of a past action ('是怎么去的？' = how did you get there?). 怎么做到的 is more specific — it's locked to achievements, not just any past event.
为什么...？
Asks reason ('why'), not method. Use 为什么 when you want a cause, 怎么做到的 when you want the how-it-was-pulled-off.
