Reach for 而非 in writing when you want to correct a likely misreading — 'X, and not Y.' It contrasts what something IS with what people might mistake it for. The structure attaches at the tail of a clause and points back to whatever just came before, sharpening it by ruling out the wrong alternative. How to Think About It

If there's no plausible misreading to head off, 而非 sounds overblown.
