Use this when you want to set up a reveal — first describe how something SOUNDS to the casual listener, then pull back the curtain on what it ACTUALLY is. Common in news framing, persuasive writing, and conversational storytelling when the speaker is about to surprise you. 听起来 names the surface impression; 但是其实 delivers the reality underneath.

How to Think About It
听起来 is a perception verb — it reports the listener's likely first reaction, not the speaker's belief. That sets up a deliberate gap between perception and fact, which 但是其实 then closes. The 其实 is essential here: without it, you only have a contrast (sounds X but is Y), missing the 'actually, when you look closer' feel. Drop 其实 and the sentence still works, but the reveal lands softer.

Common Mistake
Learners use 看起来 (looks like) when they mean 听起来 (sounds like) because both are surface-impression verbs. But 听起来 specifically tags the impression as something heard ABOUT — from a description, a name, a claim. Use 听起来 when discussing an idea or report; use 看起来 only when there is a visual cue.
