与其说……不如说……
Reach for this when you want to reframe a description — 'rather than calling it X, it's more accurate to call it Y.' A favorite of essayists, columnists, and anyone making a careful argument. The first clause floats a familiar label; the second corrects it with one the speaker prefers. The whole point is the second half: that's the description you're committing to.

How to Think About It
This is not a simple 'not A but B' correction — it's a deliberate refinement. The speaker concedes A is plausible ('you could say that...') but argues B is sharper or truer. The structure exists because Chinese argumentative writing values acknowledging the obvious before pushing past it. If A is plainly wrong, use 不是A而是B instead — 与其说 implies A was a reasonable first guess.

与其说这是一本小说，不如说这是一本历史书。

Common Mistake
Learners use this for blunt corrections where one side is just plain wrong. 与其说...不如说... needs A to be a defensible-but-inferior description. If A is false, you want 不是...而是....
与其说他是日本人，不如说他是中国人。
他不是日本人，而是中国人。
Don't Confuse With
不是...而是...
Use this when A is simply wrong. 与其说...不如说... when A is okay but B is better.
与其...不如...
Same starter, no 说. This compares two actions ('rather than do A, better do B') — a choice, not a description.
说是...其实...
Casual reframing ('they say it's A, actually it's B'). 与其说...不如说... is more deliberate, common in writing and analysis.
